     Toby Bennington has served as the City Planner for the City of Anniston, Alabama since 2007. He serves on committees for the McClellan Development Authority, the Spirit of Anniston, and the Calhoun County Economic Development Council. Prior to 2007, he served as the Director of Regional and community Planning for the Regional Planning Commission of Greater Birmingham. During that time, he also served as Chair of the Alabama Association of Regional Council’s Planning Task Force and was an ex-officio representative of the Governor’s Commerce Commission from 2001-2002. Mr. Bennington has served on the Board of the Alabama Communities of Excellence, the Task Force for the Alabama Geographic Information, and the City of Southside, Alabama Planning Commission.
     In addition to his municipal duties, he was the Executive Director of the Gadsden-Etowah Metropolitan Planning Organization (MPO). He has served in comprehensive, transportation, and economic development planning positions in Birmingham, AL, Memphis, TN, and Cincinnati, OH. He is a member of the American Institute of Certified Planners (AICP) and holds academic degrees in Urban Geography, Urban Affairs, and City and Regional Planning. Mr. Bennington currently serves as an Alabama Commissioner on the Southern Rail Commission, a three-state compact (AL, MS, LA) promoting and advocating the expansion and enhancement of passenger rail in the southeastern United States.

     Neeli Faulkner started her career with the City of Anniston in May of 2013 serving the Department of Public Works as an administrative assistant. In November of 2013, she transferred to Planning and Development Services as Planning Secretary. Before beginning employment with the City of Anniston, Neeli worked for a local bank and a national insurance company.
     Neeli is responsible for all clerical and administrative duties for the department and also serves as secretary to the City Planner. She is available to answer general building permit, sign, rental inspection and zoning questions. Neeli also serves as administrative staff for the Anniston Planning Commission, the Anniston Historic Preservation Commission and the Zoning Board of Adjustment.

     Lee Willis has served as a Technical Inspector since December of 2006.  He holds an A.A.S. in Civil Engineering Technology from Gadsden State Community College and a B.S. in Building Science from Auburn University.  His past work experiences include residential, commercial, and highway construction.  He is certified by the International Code Council as a Residential Building Inspector, Commercial Building Inspector, Building Plans Examiner, and Property Maintenance & Housing Inspector.  He is also ATC-45 certified and assisted the City of Tuscaloosa with the performance of structure safety assessments following the April 27, 2011 tornadoes.  He previously served as the Administrative Appointee on the Anniston Planning Commission.

      Larry Talley has served as Technical Inspector since 2004. He is certified by the International Code Council as a Commercial and Residential Plumbing Inspector. He has been certified as a master plumber by the Alabama Plumbers and Gas Fitters Examining Board since 1993.
      Larry assesses all properties for the City’s CDBG program and works closely with contractors to ensure work is completed in accordance to the 2009 International Building Code adopted by the City of Anniston.
